The Utah Home Energy Assistance Target (HEAT) Program helps low-income households with their heating utility bills. This program provides winter utility assistance to low-income households targeting those who are truly vulnerable - the lowest-income households with the highest heating costs, the disabled, elderly, and families with preschool-age children. Utah received over $12 million in Federal funds in the fiscal year 2004 for the HEAT program. HEAT is not a welfare program. A family does not need to be receiving welfare in order to qualify for this program. It is a Federal Funded Energy Assistance Program that is operating through this office.

The CEAP addresses the needs of the Texas household in developing goals for self-sufficiency through case management, education and a co-payment utility plan (which financially assists with up to 12 months of utility bills). The West Virginia Low Income Energy Assistance Program (LIEAP) assists eligible households with the cost of home heating through direct cash payments or payments to utility companies on their behalf. Georgia's Division of Family and Children Services offers the Regular Home Energy Assistance program to individuals who need financial assistance in the form of locally issued checks to home energy suppliers on behalf of eligible households.
The amount of assistance to both homeowners and non-subsidized renters who receive a bill for their fuel cost will depend on the projected total gross annual household income, household size and payment schedule or increased cost of home heating energy.
Subsidized housing tenants whose fuel cost is included in their rental payment are ineligible to receive assistance. These households are considered to be the least vulnerable for home energy assistance.

The South Dakota Low Income Energy Assistance Program (LIEAP) provides financial assistance to low income South Dakota households to pay their home heating bills.
Energy assistance does not pay the full cost of a family's home heating. The program assists those families who would otherwise be unable to pay the cost of their home heating. Maximum payments for the lowest income households are approximately 70 percent of the entire heating cost.
No household is automatically eligible. All households must apply, showing proof of income and home heating costs. To be eligible, a household's total gross income may not exceed maximum income guidelines and the household must be responsible for paying home heating costs. Energy assistance payments will be made to energy suppliers.
Energy assistance money will be distributed on a first-come basis. Applicant eligibility and assistance amount are calculated according to household size, income, type and cost of heating and geographical location of household.

The Connecticut Department of Social Services offers the Connecticut Energy Assistance Program to provide heating assistance for Connecticut residents by helping to offset the winter heating costs of eligible households. General Program Requirements
In order to qualify for this benefit program, you must be a resident of the State of Connecticut, you must need financial assistance for home energy costs and your household's annual income before taxes must not exceed $21,660 if one person lives in the household; $29,140 if two people live in the household; $36,620 if three people live in the household; $44,100 if four people live in the household; $51,580 if five people live in the household; $59,060 if six people live in the household; $66,540 if seven people live in the household; $74,020 if eight people live in the household; and $81,500 if more than eight people live in the household. For larger households, add $7,480 for each additional person in the home.

The Kansas Low Income Energy Assistance Program (LIEAP) is a Federally funded program that helps eligible households pay a portion of their home energy costs. Benefit levels vary according to the following factors: 1) Household income, 2) number of persons living at the address, 3) type of dwelling, 4) type of heating fuel, and 5) utility rates.
General Program Requirements
In order to qualify for this benefit program, you must be a resident of the state of Kansas, you must need financial assistance for home energy costs and your household's annual income before taxes must not exceed $13,538 if one person lives in the household; $18,213 if two people live in the household; $22,888 if three people live in the household; $27,563 if four people live in the household; $32,238 if five people live in the household; $36,913 if six people live in the household; $41,588 if seven people live in the household, or $46,263 if eight people live in the household. For larger households, add $4,675 for each additional person in the home.
